all files that are hosted on "golf-4fun" are broken (all lead to a 404 page error). some of the files that i need/want don't appear to be hosted here on coursedownloads.net(where the posts related to said files are found). is this a common problem or something new? (should note i made a golf-4fun account but still haven't been "approved" to log in)

I am not administrator on Golf-4Fun Tour, but i know sometimes they are hosting CGX Courses and libraries that are not available for download on Coursedownloads.
( They have permission from CGX administrators to host some of the courses and libraries ).
So it is perfect possibble some of the courses and libraries are not found on Coursedownloads.
When you need to contact someone from Golf-4Fun Tour, then maybe you can try to contact JoSummer.
I have also send you a personal message with some help.

Note: When you download a course on Coursedownloads:

Coursedownloads.net is the download of the course file
At right side of Coursedownloads.net you will see a list of all required libraries, you have to download and install them aswell
